Judiciary Launches Sixth Strategic Plan with Focus on Digital Transformation

The Judiciary of Uganda has launched its Sixth Strategic Plan, covering the 2025/26 to 2029/30 period, with a broad reform agenda centered on access to justice, digital transformation, stronger accountability and more efficient court services. The plan was outlined during a Judiciary television programme hosted by Salam TV on August 13, 2026, where His Worship James Mawanda Ereemye said it builds on progress made under the previous plan while responding to ongoing pressures on the justice system.
According to Nile Post, the strategy identifies seven priority areas: automation and digital tools, better coordination with other institutions, performance management, improved case handling, staff development, integrity and accountability, and wider geographic coverage of judiciary services. A key concern remains staffing, after the Judiciary reportedly filled 37% of its approved positions under the Fifth Strategic Plan. The new framework therefore places emphasis on recruiting and building capacity alongside process reforms.
The Judiciary says technology will be used to reduce delays and case backlogs, while stronger case management and institutional cooperation are meant to speed up the disposal of matters. It also aims to bring services closer to citizens and improve public trust through more responsive and transparent delivery. More broadly, the plan reflects pressure on court systems in Uganda and elsewhere to handle growing workloads with limited resources, while making justice easier to access.
