Joint Compliance Inspection Reinforces Environmental and Social Safeguards on Kayunga–Senge–Kawanda Road Project

A joint multi-agency inspection has been carried out on the 6.5-kilometre Kayunga–Senge–Kawanda Road Project in Wakiso District to review compliance with environmental and social safeguard requirements during construction. The check was led by Dr. Bruce Rukundo, environmental specialist for the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP), and included representatives from the National Environment Management Authority, the Ministry of Works and Transport, the Ministry of Gender, Labour and Social Development, Wakiso District Local Government, the contractor Bouch & Nyoro JV, and supervising consultants.

According to the district’s report, the team flagged issues that needed immediate attention, especially traffic management, excavation safety, and broader site safety. The contractor was instructed to take corrective action quickly so that construction activities remain compliant and so that road users, workers, and nearby residents are protected.

Dr. Rukundo said the ministry maintains a strict position on non-compliance and that safeguard standards must be followed throughout implementation. The road is being upgraded to bitumen standard under GKMA-UDP at a reported contract cost of UGX 37.5 billion, with completion planned within an 18-month contract period.

The inspection underscores the wider role of environmental and social safeguards in public infrastructure projects, where construction progress must be balanced with safety, community impacts, and regulatory oversight.
