What the report says

Jinja Deputy Resident District Commissioner Kasibante Hassan was visibly emotional on Saturday after graduating from Nkumba University in Entebbe with a Bachelor’s degree in Public Administration and Management, according to Watchdog Uganda. He was among a large cohort of graduates awarded undergraduate, master’s and doctoral degrees at the ceremony.

The event was led by Chancellor Emmanuel Katongole and attended by Dr John Chrysostom Muyingo, the Acting Minister of Education and Sports. In remarks reported by the publisher, Kasibante said he had been encouraged to return to school by Hon. Beti Kamya and his sister, Sophie Mbekeka. He also thanked Abel Fred Kagolo and his friend Ankunda for supporting him during his studies.

Kasibante said the qualification would strengthen his work as a deputy RDC, especially in handling community concerns and public affairs. He described the degree as a practical asset for his office because it adds to his ability to serve the public and respond to local issues more effectively.

The graduation highlights the growing emphasis among public officials on further education and professional development. In this case, the personal milestone also carried a wider service message, with Kasibante framing his achievement as one that should benefit the communities he works with.
