Iran accuses Ukraine of deadly attack on Caspian commercial vessel

Al Jazeera reported that Iran has accused Ukraine of attacking an Iranian commercial vessel in the Caspian Sea, causing an explosion that killed one sailor and wounded another. The report, published July 25, 2026, said Iran’s Foreign Ministry summoned Ukraine’s chargé d’affaires in Tehran after state news agency IRNA described the incident as a “hostile and criminal” act.

According to Al Jazeera, Tehran said Ukrainian leaders had acknowledged the operation and argued that it violated the UN Charter while risking a wider spillover from the Russia-Ukraine war. Iranian Foreign Minister Abbas Araghchi raised the issue in a call with EU foreign policy chief Kaja Kallas, urging a stronger response from the UN Security Council, the European Union and other international actors. Iran also said it would protect its national interests.

Al Jazeera noted that Ukrainian President Volodymyr Zelenskyy had posted on X about successful long-range strikes in the Caspian Sea against vessels he said were involved in military cargo shipments connected to Iran, as well as a warship. The report said he did not name the Iranian commercial vessel cited by Tehran. Zelenskyy also alleged Russia had shared satellite imagery of Gulf states and US military sites with Iran.

The incident adds to already strained Iran-Ukraine ties. Al Jazeera reported that Kyiv has accused Tehran of supplying Shahed drones to Russia since 2022, while Iran’s Foreign Ministry reiterated that Tehran has not intervened in the war. The reported Caspian strike is significant because it extends pressure to Iran’s northern maritime trade routes, while Tehran is also facing what Al Jazeera described as a US blockade on its southern coast.
