IGG backs Balaam’s Anti-Corruption campaign

The Inspectorate of Government has expressed support for Local Government Minister Balaam Barugahara’s anti-corruption drive, saying it aligns with a Cabinet decision but must remain within the law. In remarks to journalists at the Media Centre in Kampala, deputy IGG Anne Twinomugisha Muhairwe said the campaign reflects a broader effort to curb impunity, while stressing that the Inspectorate cannot use methods that bypass due process or treat people as guilty before investigations are complete.

According to The Independent Uganda, Twinomugisha said the fight against corruption is not the responsibility of one institution alone and urged public cooperation, especially from people who witness bribery demands. She also noted that some investigations stall because witnesses decline to share information. The IG said it works with Balaam’s ministry, but its own mandate requires it to observe the rule of law and principles of natural justice.

The comments came ahead of International Ombudsman Day, as the Inspectorate highlighted its Ombudsman role in handling complaints about maladministration, abuse of office, delayed service and workplace victimisation. Lady Justice Aisha Naluzze Batala said such cases made up 37 percent of concluded complaints in the 2025/26 financial year. The IG said it resolved 1,011 Ombudsman cases and recommended Shs2.353 billion in benefits payments, while Twinomugisha said more than Shs41 billion had been recovered through the Ombudsman function. The figures underscore the Inspectorate’s dual role in both administrative justice and anti-corruption work.
