Ibanda Councillor Demands Council Meeting Over Accountability Concerns

Ibanda Municipality councillor Guma Junior has asked for an urgent council sitting to examine accountability issues in the new municipal administration, including revenue collection, staffing, procurement and the rollout of inherited programmes. Guma, who represents Nsasi Ward in Bufunda Division, raised the request in a letter dated August 3, 2026, to the mayor, saying the council that took office in May should formally review unresolved matters from the previous term.

According to the Nile Post report, the councillor wants scrutiny of local service tax and property tax revenue, recruitment practices, alleged illegal charges on tax papers, the municipality’s trade order, councillors’ allowances, induction of new members and departmental work plans for the 2026/2027 financial year. He also wants councillors given copies of those plans so they can monitor municipal programmes more effectively, while tenders for 2025/2026 and ongoing procurement for 2026/2027 are also reviewed.

Deputy Mayor Fred Banywana said the council meeting has been delayed by administrative issues, including the recent transfer of the town clerk and the need to complete handover procedures before convening councillors. He said a meeting would be called afterward so members can raise concerns.

The request highlights broader pressure on local governments in Uganda to improve oversight of public resources and clarify how municipal programmes are managed, especially during transitions between administrations.
