What the report says

Uganda’s Minister for the Presidency, Babirye Milly Babalanda, said her office will not protect Resident District Commissioners accused of corruption, as the government steps up efforts against abuse of public resources. Watchdog Uganda reported that she made the comments at a fundraising event for the construction of Ivukula Seventh-day Adventist Church in Nsinze Town Council, Namutumba District.

Babalanda linked her remarks to recent anti-corruption action in Pallisa District, where the Ministry of Local Government said more than 20 district officials were arrested or interdicted after allegations including neglect of duty, abuse of office, and misuse of public funds. The article said the case also involved complaints about Parish Development Model activity, missing government property, and alleged extortion linked to PDM and Emyooga beneficiaries. She said RDCs, who represent the President in districts, should monitor government programmes, protect public resources and respond quickly to problems.

According to the report, Babalanda said her office had repeatedly warned RDCs, deputies and assistants against corrupt conduct, including asking residents for fuel before field work. She said officers implicated in extortion, bribery or collusion with technical staff would face administrative or criminal action, while those under suspicion should still receive due process. The minister also said future appointments to RDC and RCC roles should prioritize integrity and patriotism.

The report added that she urged residents to participate in government wealth-creation programmes such as PDM, Emyooga and Operation Wealth Creation, and she contributed 100 bags of cement to the church project.
