What the report says

Entebbe Municipal Council has used Shs1.08 billion in locally generated revenue to buy a new Komatsu GD655-5 motor grader, according to Watchdog Uganda. The municipality says the equipment will help with road construction, grading, maintenance and rehabilitation, while reducing the cost of hiring private machinery for public works. The purchase was presented as a direct result of taxes and local levies paid by residents, vendors, property owners and businesses in the town.

Municipal officials said the grader addresses a long-running operational problem because the council previously relied on rented equipment when its old grader became obsolete and non-functional. Town Clerk Emmanuel Gakyaalo Mugisha said hiring machinery had been expensive, while other officials said owning the grader should give the council more control over feeder-road work and allow faster responses to infrastructure needs. Mayor Fabrice Rulinda described the acquisition as part of a broader effort to turn local revenue into visible public service delivery.

The report places the purchase alongside wider road investment in Entebbe, where the central government has already completed 11 roads. It also highlights the Shs22.7 billion Kitooro–Kiwafu–Nakiwogo corridor project, a 4.3-kilometre route linking Kitooro Market and Nakiwogo Landing Site. Watchdog Uganda says the road works, together with the new grader, are meant to support trade, ease movement and strengthen Entebbe’s role as a transport and tourism hub.
