Housing Finance Bank retained as government securities market maker

Housing Finance Bank has been reappointed by the Bank of Uganda as a Primary Dealer Market Maker for the 2026–2029 cycle, extending its participation in Uganda’s government securities market to nine years, according to The Independent Uganda. The announcement was made on October 5, 2026, and keeps the bank among institutions allowed to take part directly in government securities auctions and to support trading in Treasury bills and Treasury bonds.
The role requires HFB to help with both primary market issuance and secondary market trading by providing prices and facilitating transactions between investors. The bank said this should improve liquidity, price discovery and overall market efficiency. The report notes that the renewed mandate follows six years of experience in the position, backed by the bank’s treasury operations, risk systems and specialist staff.
HFB’s Head of Treasury, Murielle Magayane, said the reappointment would strengthen the bank’s ability to connect investors with government securities. The bank also highlighted its online Treasury Securities Platform, which allows customers to invest in bills and bonds with a minimum of Shs100,000 and access both auction and secondary-market transactions.
The bank said the mandate could deepen ties with pension funds, insurers, fund managers, businesses and international investors, while also widening access for smaller investors. More broadly, the move comes as Uganda works to develop domestic capital markets and mobilise financing for public investment, housing development and wider economic growth.
