Housing Finance Bank Appoints Twinamasiko as Head of Operations

What the report says
Housing Finance Bank has named David Twinamasiko as its new Head of Operations, according to Nile Post. The appointment took effect on November 2, 2026, and places him in charge of a core internal function as the bank continues expanding its digital banking services and customer access channels.
The lender said the move comes alongside efforts to improve service delivery through a refreshed mobile application and plans to add more automated teller machines. In the article, the bank framed these changes as part of a broader push to make banking more convenient for customers who want to manage their finances without relying only on branch visits.
Twinamasiko said the bank’s growing mix of channels will need efficient systems and dependable operations behind them. He has more than 25 years of banking experience, including over 17 years at Housing Finance Bank, where he has worked in branch management, electronic delivery channels and alternative banking roles. He also oversaw implementation of the bank’s Flexcube core banking system, according to the report.
Nile Post also noted that Twinamasiko previously worked at Barclays Bank Uganda, DFCU Bank and Post Bank Uganda. The bank recognized James Daniel Nsibuka for serving as Acting Head of Operations during the transition. The appointment highlights how Ugandan banks are increasingly pairing digital expansion with stronger operational support to keep services consistent across apps, ATMs and branches.
