High court sets July 24 for Lukwago’s bail application hearing

The Observer reports that Uganda’s High Court has ordered Luzira Upper Prison to produce former Kampala Lord Mayor Erias Lukwago on July 24, 2026, for the hearing of his bail application. A production warrant dated July 16 directs prison authorities to bring him before Justice David Matovu at 10:00 a.m. Lukwago was earlier committed to the High Court for trial on a charge of misprision of treason.

In his application, filed through M/s Lukwago & Co. Advocates, Lukwago cites constitutional protections on liberty and the right to seek bail. He says he is presumed innocent, has a known residence in Wakaliga, Rubaga Division, and is prepared to obey any conditions set by court. The filing describes him as a lawyer, former Lord Mayor, former Kampala Central MP, former Shadow Attorney General and executive chairperson of the People’s Front for Freedom.

The Observer says Lukwago’s affidavit also relies heavily on health grounds, listing conditions including hypertension, chronic gastritis, spinal complications, tinnitus, respiratory ailments and post-operative complications. He argues prison conditions cannot support the specialised treatment, supervision, medication and diet he says he needs. He has named four proposed sureties, including MPs Betty Aol Ocan and Betty Nambooze, former MP and doctor Michael Lulume Bayiga, and his elder brother Abdul Sewankambo.

According to the indictment cited by The Observer, prosecutors allege Lukwago knew of a November 2024 Nairobi meeting involving discussions of weapons, possible assassination plans against President Yoweri Museveni and civil disobedience, but failed to report the information to authorities. Lukwago also alleges irregularities and mistreatment around his June 15 arrest; those claims remain part of his application and have not been determined in the bail hearing.
