Govt to Upgrade Kitagwenda’s Ntara HC IV into Community Hospital

The Ugandan government has approved Ntara Health Centre IV in Kitagwenda District for consideration in the first phase of a national programme to establish 100 community hospitals, according to Nile Post. Prime Minister Robinah Nabbanja announced the plan in Parliament after Kitagwenda County MP Robert Mugabe raised concerns about health service gaps in the district.

Nabbanja said the district’s health system is under strain because it lacks a district hospital and does not have the level of facilities required across its sub-counties under government policy. The Ministry of Health has already assessed Ntara HC IV against selection criteria, including the absence of a hospital in the district, the distance to the nearest referral hospital, the population served and the facility’s performance.

The proposed upgrade would move the facility from a 24-bed health centre to a 60-bed community hospital, though the government said final selection will come through a national prioritisation process with the Ministry of Finance. The plan is expected to be reflected in the 2027/2028 budget cycle. In the meantime, the government said it will strengthen Ntara’s emergency obstetric and surgical services.

Kitagwenda’s main referral point is Fort Portal Regional Referral Hospital, about 115 kilometres away, so the upgrade could reduce travel for emergency patients and expectant mothers. More broadly, community hospitals are being used as part of Uganda’s staged effort to expand access to specialised care in districts that currently have limited health infrastructure.
