What the report says

Uganda’s government has directed ministries, departments, agencies and local governments to align their communication strategies with the National Communication Policy 2026, according to Nile Post. The policy was adopted by Cabinet on March 9, 2026 and is intended to improve coordination and make official information easier for the public to access.

The Ministry of ICT and National Guidance said the framework requires communication to be built into the planning, implementation and evaluation of government programmes and projects. It is also meant to help citizens understand government work, access services and take part in decisions that affect them. Minister Justine Kasule Lumumba said coordinated messaging would help institutions present clearer and more consistent information.

Under the policy, the ministry will lead implementation, set communication standards, coordinate messaging and monitor compliance. Individual institutions will still be responsible for preparing and explaining their own programmes, including adapting messages for different audiences. The rollout will involve bodies such as the Uganda Broadcasting Corporation, Uganda Media Centre, the Government Citizen Interaction Centre, Vision Group, the Uganda Communications Commission and the National Information Technology Authority-Uganda.

Nile Post reported that the policy followed President Yoweri Museveni’s call for greater clarity in government communication and that it is tied to broader planning under the NRM Government Manifesto 2026–2031 and the Fourth National Development Plan 2025–2030. The ministry plans awareness sessions first so institutions can understand and apply the new requirements.
