Govt Launches Youth Legislative Agenda to Boost Jobs, Skills

Nile Post reported that the Government has launched the Youth Legislative Agenda 2026–2031, a policy framework meant to guide lawmaking, budgeting and advocacy on issues affecting young people in Uganda. The launch took place in Kampala on Monday and was led by the State Minister for Youth, Dr Mercy Lakisa.

According to the report, the agenda is intended to put youth concerns more firmly within national planning over the next five years, with emphasis on employment, skills development and participation in decision-making. Lakisa said the framework is linked to the NRM Youth Manifesto 2026–2031 and the Fourth National Development Plan, and is aimed at turning Uganda’s large youth population into a stronger force for socio-economic development.

The priorities outlined include wider access to vocational and digital training, more financing for youth-led businesses and agribusiness, stronger representation of young people in public decisions, and legislative attention to unemployment and exploitation. The Ministry of Gender, Labour and Social Development is expected to work with Parliament, the National Youth Council and development partners to move the framework into programmes and legislative action.

Nile Post said youth leaders at the launch welcomed the initiative, viewing it as a way to monitor government commitments to young people over the 2026–2031 period. If implemented, the agenda could influence parliamentary debate, committee priorities and budget advocacy across sectors where youth employment, enterprise support and skills training are central concerns.
