Government steps up efforts to strengthen monitoring and control of hazardous chemicals

Uganda is expanding its chemical safety and emergency response systems as part of wider efforts to implement the Chemical Weapons Convention and reduce the risk of hazardous substances being misused. According to Nile Post, the renewed push was highlighted at the close of a three-day Training of Trainers programme on chemical emergency response, planning and management held at Source of the Nile Hotel in Jinja. The training was organised by the Ministry of Gender, Labour and Social Development through its Department of Occupational Safety and Health.

Officials said the focus is on better monitoring of chemicals from entry into the country through use and final disposal, as well as stronger coordination among agencies that handle incidents. Dalton Bakisuula of DOSH said oversight of chemical facilities and trade is important to prevent harmful diversion. Eva Katushabe, Commissioner for Occupational Safety and Health, said the ministry is also building capacity to respond to chemical emergencies and improve data collection, including work on an occupational safety and health information system.

The report said Uganda still faces gaps in incident statistics, but is developing tools to close that information gap. David Mutende, a senior chemist at the Directorate of Government Analytical Laboratory, stressed proper protective equipment, safe handling and controlled disposal. He also noted that some products on the market may contain ingredients restricted elsewhere. The National Authority for the Implementation of the Chemical Weapons Convention said continued training, awareness and inter-agency cooperation will remain important as Uganda strengthens safeguards for workers, communities and the environment.
