Government Signs Shs10.3 Billion Road Contracts to Boost Northern Uganda’s Rural Economy

Watchdog Uganda reports that Uganda’s Ministry of Local Government has signed road rehabilitation contracts valued at Shs10.3 billion for district and community access roads in Northern Uganda. The agreements, signed on July 8, 2026 under the Rural Development and Food Security in Northern Uganda (RUDSEC) Project, are expected to cover 139.7 kilometres across nine districts: Lamwo, Pader, Agago, Lira, Dokolo, Oyam, Soroti, Serere and Kaberamaido.

According to the report, Permanent Secretary Ben Kumumanya said the works are part of government efforts to improve rural infrastructure and public service delivery. The ministry linked the investment to better access between farming areas and markets, with the aim of cutting transport costs and supporting higher household incomes in agricultural communities.

The article says the programme is backed by Germany through German Technical Cooperation, with US$28 million in financing arranged through KfW Development Bank. Implementation is set within a five-year framework running from the 2023/2024 to 2027/2028 financial years. The latest batch includes nine lots in Acholi, Lango and Teso, covering roads such as Kalongo–Lomoi in Agago, Corner Ogwec–Tenten in Lamwo, Agweng–Barlonyo in Lira, and Ochero–Bugoi in Kaberamaido.

Watchdog Uganda further reports that contractors have been directed to meet engineering, safety and environmental requirements, including use of tested materials, site safety measures and restoration of borrow pits. Supervision will involve consulting firms assigned by sub-region, while the ministry says it will conduct field monitoring to promote quality and value for money.
