Government Calls for Proactive Security in Places of Worship

Vice President Jessica Alupo has urged religious leaders in Uganda to take a more proactive approach to safety in places of worship, according to Watchdog Uganda. Her remarks were delivered by the Minister for the Presidency, Babirye Milly Babalanda, at the launch of “The Church Security Manual” at Makerere University Business School in Nakawa.

The event centered on a new publication by Maj. Joakim Bukenya that sets out practical steps for churches to improve security. Watchdog Uganda reported that the manual covers issues such as risk assessment, emergency readiness, security planning, intelligence awareness, and the use of volunteers, ushers, and suitable technology to protect congregations, children, and church property.

Alupo said security should be treated as a shared responsibility rather than something left only to state agencies. She encouraged churches, whether large or small, urban or rural, to assess local risks and work closely with police and other security institutions before incidents occur. Babalanda echoed government support for safer worship spaces and also used the occasion to praise the security forces and religious leaders for their role in maintaining peace and moral values.

The launch brought together religious leaders, academics, security officials, and other stakeholders. The broader significance of the message is that Uganda’s worship centres, which draw large gatherings each week, are being encouraged to strengthen preparedness as part of wider community safety efforts.
