Gov’t Moves to Clear Students’ Delayed Certificates, Transcripts

The Ugandan government says it is working to clear delayed academic certificates and transcripts for former students of St. Stephen Nursery Teachers’ College (SSNTC), with many of the documents already released through Ndejje University. State Minister for Sports Peter Ogwang told Parliament on Tuesday, August 11, 2026, that the university had processed more records, including 50 certificates and transcripts that still await verification and collection.

According to the minister’s statement, the delay was linked in part to outstanding information from SSNTC and unpaid tuition arrears under an agreement between the two institutions. He said Ndejje University had repeatedly engaged the college to recover the money and complete the release of academic records. The university also reported inconsistencies in the figures supplied by SSNTC, which complicated efforts to confirm exactly how many students were affected.

The matter reached Parliament after Deputy Speaker Thomas Tayebwa directed the minister to intervene, following a petition by MP Eunice Otuko on behalf of former SSNTC director Tamali Okao. The petition said 102 students who studied between 2017 and 2022 had not received their documents and asked Parliament to press for release and further inquiry. The ministry’s intervention now appears aimed at verifying remaining cases and settling the issue administratively.
