Gilbert Agaba Among Top URSB Bosses Sent on Mandatory Leave

What the report says
Uganda Registration Services Bureau commissioner Gilbert Agaba has been placed on mandatory leave, as the government’s probe into the agency’s leadership expands. According to Nile Post, Justice and Constitutional Affairs Minister Norbert Mao issued the directive after President Yoweri Museveni ordered an audit and investigation into URSB following allegations of corruption, abuse of office and mismanagement.
The leave affects several senior officials, including Registrar General Mercy Kainobwisho, Deputy Registrar General Alex Anganya, Commissioner for ICT and Innovation Arthur Kwesiga and Assistant Commissioner for Registration Services Walid Kule. The minister said the move is intended to protect the integrity of the inquiry, which is being led by the Inspector General of Government with support from auditors attached to the Office of the President.
Nile Post reported that Agaba’s case began as an internal management dispute, then grew into wider complaints about leadership and operations at URSB. The article says he had raised concerns with the board and outside authorities, while staff members also questioned his decision to bypass internal processes. The allegations remain unproven, and no criminal finding has been made against him.
The developments matter because URSB handles business registration and related public services, making governance issues at the bureau significant for service delivery and public confidence. The article also notes that the investigation is expected to examine several disputed claims, including procurement, finances and internal controls, while interim arrangements are being made for affected offices.
