Ghana: Eoco Did Not Contact Israeli Firm Over $7m Cyber Defence Contract - Witness

A witness in the trial of former National Signals Bureau director-general Kwabena Adu-Boahene told the Accra High Court that Ghana’s Economic and Organised Crime Office did not contact ISC Holdings, the Israeli company linked to the disputed cyber defence contract, to confirm whether the equipment was purchased or delivered. The testimony came during cross-examination in a case involving Adu-Boahene, his wife and a third accused person, all of whom have pleaded not guilty and are on bail.

According to the Ghanaian Times report published by AllAfrica, the case concerns allegations of embezzlement and financial misconduct tied to a $7 million cyber defence system contract. Prosecutors say the funds, described as government money held in a public agency account, were diverted away from the intended project. The witness, EOCO investigator Frank Marshall Cromwell, also acknowledged that the agency did not independently verify the transaction with the National Security Council.

The report says the prosecution has presented bank records and other documents it says show money was moved into a private company account and then used over time for property and vehicle purchases. Earlier testimony also indicated that a payment was made to ISC Holdings, but no further instalments followed. The witness is expected to finish testifying on Friday. The case matters because it raises questions about oversight of a major cybersecurity procurement and how public funds were handled.
