Gen. Muhoozi Gives Minister Otafiire 3 Days to Apologise Over Parliament Remarks

KAMPALA, Oct. 2, 2026 — Watchdog Uganda reports that Chief of Defence Forces Gen. Muhoozi Kainerugaba has given Minister of Water and Environment Maj. Gen. (Rtd) Kahinda Otafiire three days to apologise over comments Muhoozi says were directed at him in Parliament. Muhoozi first mentioned a one-week deadline in posts on X before shortening it to three days. In those posts, he also criticised Otafiire’s conduct and accused him of lacking respect.
The exchange followed Otafiire’s maiden address in Parliament as minister, during which he spoke about political tolerance, peaceful disagreement and the dangers of using violence to settle disputes. According to the report, Otafiire said leaders should resolve disagreements through dialogue and urged members of the ruling National Resistance Movement to treat the opposition as a source of reflection.
Watchdog Uganda said Otafiire did not name Muhoozi directly in his remarks, and it was not immediately clear which statements the CDF believed targeted him. The public back-and-forth has drawn attention because both men are senior figures in Uganda’s military and political history, with Otafiire associated with the liberation struggle and Muhoozi serving as the country’s military chief. As of Friday evening, Otafiire had not publicly responded to the revised deadline.
