‘Freeze the conflict’: Drones slow Kazakh oil flow amid Russia-Ukraine war

Speaking beside Russian President Vladimir Putin in Omsk on July 25, President Kassym-Jomart Tokayev suggested it may be time to “freeze” the conflict and return to a version of earlier Istanbul peace proposals. Kazakhstan’s Foreign Ministry has blamed Ukraine-linked drone attacks for hitting tankers carrying CPC oil and damaging the Novorossiysk terminal, calling the strikes an attack on its economic interests. Ukraine’s ambassador to Kazakhstan rejected what he described as unsupported accusations. The reported disruptions come as Ukraine has expanded attacks on vessels and infrastructure tied to Russia’s oil trade in the Black Sea region.

The stakes extend beyond Kazakhstan. Oil and gas make up about one-fifth of the country’s GDP, while some European states rely heavily on Kazakh crude; Romania’s interim prime minister said supply problems were not expected but warned gasoline output could fall if shipments do not resume. Al Jazeera also cited reporting that Chevron’s chief executive raised the issue with the White House, and that US officials warned Ukraine not to strike non-Russian ships in the Black Sea.
