Four Remanded Over Alleged Munyonyo Land Fraud Involving KCCA Officials

What the report says
Four people, including three staff attached to the Kampala Capital City Authority (KCCA) Ministry Zonal Office, have been remanded by the Anti-Corruption Court over allegations tied to the irregular transfer of land in Munyonyo, Kampala. Nile Post reported that the accused are Charles Jude Wasswa, a principal assistant secretary; Ronah Agaba, a government valuer; Esther Achom, a data entry clerk; and land dealer John Kizito. They face counts that include abuse of office, criminal conspiracy, forgery and fraudulent procurement of title.
According to the prosecution narrative cited by Nile Post, the dispute concerns about 0.2020 hectares on Plot 532, Block 255, Kyadondo, allegedly belonging to James Mulebeke and valued at more than Shs600 million. Investigators say the land had been registered in Mulebeke’s name since 2011, but that the accused conspired to secure a special certificate of title and move the property without his knowledge or consent. The alleged conduct is said to have taken place in 2024.
The article says Kizito is accused of initiating the process by supplying documents, while Achom received and forwarded transaction papers and Wasswa allegedly used his position to influence a registrar to issue the title without the owner’s presence. Agaba is alleged to have undervalued the land at Shs200 million. The court also issued summons for two other officials named in the investigation. The accused have not been convicted, and the case remains ongoing.
