Four Adjumani Teachers Interdicted Over Registration of Private Pupils as UPE Candidates

Four primary school teachers in Adjumani District have been interdicted after allegations that they registered private pupils for the Uganda Primary Leaving Examinations as Universal Primary Education candidates. According to Nile Post, the affected staff include the headteachers of Onigo Primary School, Openzinzi Primary School and Fuda Primary School, as well as an Education Assistant II at Adjumani Girls Primary School who serves as a provider.

The interdictions were confirmed by Adjumani District Chief Administrative Officer James Ocen Andrew, who said the action was taken in line with the law and Public Service Standing Orders. The teachers were interdicted on September 29, 2026, after accusations that they facilitated the registration of pupils who were not entitled to be entered under the government-funded UPE programme.

Nile Post also reported that the four had previously appeared in court in June on theft charges filed by police. They were briefly remanded to Openzinzi Government Prison before being released on bail, and are expected back in court on October 20, 2026.

The case matters because it raises concerns about possible abuse of a public education system designed to support eligible learners. As reported, interdiction is an administrative step and does not amount to a finding of guilt; the teachers are to remain away from office, may not leave the country without permission, and will receive half pay while the matter is handled through the courts.
