Finance Minister Commends Huawei’s Contribution to Uganda’s Digital Transformation Agenda in line with the Tenfold Growth Strategy

Watchdog Uganda reported that Uganda’s Minister of Finance, Planning and Economic Development, Henry Musasizi, met Huawei Technologies Uganda executives in Kampala on July 29, 2026, and praised the company’s role in the country’s digital transformation efforts. The engagement, held at the Ministry of Finance headquarters, included a Huawei delegation led by Managing Director Zhang Hao, also known as Edward.
According to the report, Huawei used the meeting to present proposals focused on lowering the cost of smart devices, including possible tax incentives and wider access to affordable smartphones. The company linked the proposals to Uganda’s digital inclusion agenda and said they could help raise smartphone penetration beyond the reported current level of 46 percent, allowing more people to take part in digital services and the wider digital economy.
Musasizi welcomed the proposals and said the ministry would conduct further study before making decisions on smartphone tax policy, Watchdog Uganda reported. He also commended Huawei, which the article says is marking 25 years of operations in Uganda, for supporting the government’s Tenfold Growth Strategy through connectivity expansion, ICT skills development for young people, and broader access to digital technologies.
The meeting was also attended by Director of Economic Development Moses Kaggwa, Assistant Commissioner Collins Inkesha, and senior Huawei officials. The development matters because device affordability remains a key barrier to digital adoption in many markets; however, any tax changes would require government review and formal policy action beyond the meeting described in the report.
