The publisher reported that a high-level meeting on Wednesday brought together Dealan Associates, police and Internal Affairs officials, along with Huawei and the Internal Security Organisation. Dealan said it had finished the work and held a certificate of completion, while government officials argued that only 59% of the job had been done. That disagreement delayed payment and prompted questions about how the contract was assessed.

Watchdog Uganda said Museveni ordered a fresh technical review after expressing concern about earlier reports from ISO and SHACU. The subsequent audit reportedly confirmed that Dealan had completed the work as contracted, leading the president to direct immediate payment of the full Sh26 billion. He also instructed the Solicitor General to discuss compensation for costs linked to the breach, including losses from several financial years when the company could not fully perform because of administrative delays.

The outlet added that the meeting touched on corruption concerns tied to the contract and the role of a middleman, Hassan Serunjogi, though it said those issues would be handled through investigative channels. The decision is significant because it affects a major security infrastructure project and signals continued scrutiny of how government contracts are managed.
