Family Petitions President, Chief Justice Over Estate Dispute Involving High Court Judge

A family dispute over two estates in Kampala has escalated into petitions sent to President Yoweri Museveni, Chief Justice Alfonse Owiny-Dollo, the Minister of Justice and Constitutional Affairs, the Inspector General of Government and the Principal Judge. According to Nile Post, relatives of the late Ahluwalia Gudo and the late Zura Mama Kasuku allege that the succession process was handled irregularly and left out other beneficiaries. The complaint names a sitting High Court judge, Justice Deepa Verma, and Administrator General Manzi Victor as central figures in the disputed process.

The family says applications for letters of administration were advanced in Administration Cause Nos. 599 and 600 of 2026 after certificates of no objection were issued by the Administrator General’s office. The petition claims the relatives only learned of the court proceedings after notices appeared in New Vision on July 10, 2026. It also questions whether all family members were consulted, whether key supporting documents were available, and whether some property listed in the estates truly belonged to the deceased.

Nile Post reports that the complainants also raise concerns about possible conflict of interest because Justice Verma is a serving judicial officer. They want oversight bodies to examine how the estates were processed and to preserve relevant files from both the Administrator General’s office and the High Court. The allegations have not been proved, and the named officials have not publicly responded in the article.

A Judiciary spokesperson told Nile Post that a judge is not barred from applying for letters of administration if legally qualified, while the High Court has not yet determined the applications. In general, estate administration cases in Uganda can draw scrutiny when family consent, beneficiary identification and judicial impartiality are disputed, especially where public office holders are involved.
