The announcement was made in Brussels, where European Commission officials framed the case around the EU’s Digital Markets Act and its obligations for large online platforms. Teresa Ribera, the commission’s executive vice president for Clean, Just and Competitive Transition, said products should win on merit rather than ownership by a search platform, and that consumers should be able to learn about better offers from app developers even when an app store owner does not receive a share.

Google rejected the decision. AP reported that Kent Walker, Google’s president of global affairs, criticized the fine and argued that EU rules would weaken features Europeans use, including real-time information for travel and restaurants, and reduce Google Play safety protections. The case follows Google’s recent loss of an appeal over a separate $4.5 billion EU antitrust fine involving Android.

The decision adds to Brussels’ broader campaign to regulate major technology companies, which the EU labels “gatekeepers” because of their role in connecting businesses and consumers. AP noted the enforcement comes amid political tension with President Donald Trump, who has criticized European digital rules and previously threatened retaliation over penalties on American tech firms.
