EU foreign ministers fail to break deadlock over Israel and Ukraine

EU foreign ministers meeting informally in Wicklow, Ireland, on September 1-2 failed to resolve long-running divisions over how the bloc should respond to both Israel and Ukraine, according to Al Jazeera. Ireland and Spain pressed for EU-wide trade restrictions on goods from illegal Israeli settlements in the occupied West Bank, while France urged a tougher stance on Israeli rhetoric and settlement violence. Several members, including Germany and Hungary, resisted the proposals, leaving the EU unable to reach the unanimity needed for action.

Irish Foreign Minister Helen McEntee described the outcome as an impasse, and EU foreign policy chief Kaja Kallas said the lack of agreement again blocked measures on Israel. The debate reflects a broader internal split over whether the EU is applying international law consistently, especially as some governments argue for sanctions and trade curbs while others remain cautious. The EU is Israel’s largest trading partner, which adds economic weight to the dispute.

Ukraine was also a major focus of the two-day talks. Kyiv sought more European military help, especially air defence systems, as Russia’s attacks on Ukrainian cities and infrastructure continue. But Greece and Spain objected to using common EU funds for additional purchases, and no breakthrough was reached. Separately, several countries backed using frozen Russian assets to support Ukraine, while Belgium again raised legal and financial concerns. The meeting underscored persistent disagreements that continue to limit the EU’s response to major security crises.
