The Independent Uganda reports that the International Fund for Agricultural Development (IFAD) and Equity Group have launched a US$200 million climate adaptation financing mechanism for smallholder farmers and rural businesses in East Africa. The initiative, called the Africa Rural Climate Adaptation Finance Mechanism (ARCAFIM), was introduced at the Africa Food Systems Forum 2026 in Kigali, Rwanda, and is described as a 12-year blended finance program.

According to the report, the mechanism is intended to reach about 260,000 smallholder producers and 500 rural enterprises in Kenya, Uganda, Tanzania and Rwanda. It combines roughly US$180 million in lending capital with about US$20 million for technical assistance, and Equity Group is contributing US$90 million from its own balance sheet alongside concessional funding from partners. The article says the structure is meant to revolve over several lending cycles and support around US$266 million in loans over time.

The report says the program is designed to help farmers and rural enterprises invest in adaptation measures such as irrigation, water harvesting, storage, renewable energy and climate-resilient processing. It also says at least half of the intended beneficiaries are expected to be women and 30% youth. Beyond financing, the plan includes training and a climate adaptation taxonomy to help lenders and borrowers identify suitable investments.

The broader significance, as presented by the publisher, is that the effort aims to make climate resilience lending a lasting part of commercial banking in the region rather than a one-off project. In general, blended finance arrangements like this are often used to lower risk and bring private capital into sectors that struggle to secure affordable funding.
