East Africa: Uganda Calls for Stronger Regional Action As Horn of Africa Crises Deepen

Uganda is urging the Intergovernmental Authority on Development (IGAD) to step up regional cooperation and conflict prevention as the Horn of Africa contends with overlapping political, security, humanitarian and climate pressures. The call was made by Haruna Kyeyune Kasolo, Uganda’s minister of state for foreign affairs in charge of regional affairs, at the 74th Extraordinary Session of the IGAD Council of Ministers in Djibouti, according to Nile Post via AllAfrica.

Kasolo said the scale of the region’s problems requires joint responses that go beyond national borders. He pressed IGAD members to focus on preventing conflict, supporting inclusive governance, improving climate resilience and deepening economic integration. He also backed stronger early-warning systems and measures to expand the movement of people, capital, goods and services, alongside broader trade links across the region.

Uganda also raised concerns about displacement, the possible effects of conflict in the Middle East on the Horn of Africa, and the need for predictable funding and better accountability in IGAD’s resource management. It called for fairer geographic representation in senior and technical roles and tighter oversight of the Regional Migration Fund. The message fits a wider regional context: IGAD states have long used the bloc to coordinate responses to conflict and migration, and Uganda said it remains committed to peace efforts in Somalia, South Sudan and Sudan.
