“Don’t wait for Ministers to come to your areas and start reacting,” Hajji Kakande cautions RDCs

Secretary in the Office of the President Hajji Yunus Kakande has told Resident District Commissioners and other district security and administrative officials to take a more proactive role in overseeing government programmes, rather than waiting for ministers or other leaders to flag problems. Watchdog Uganda reports that he made the remarks on September 28, 2026, while opening a three-day capacity-building workshop for RDCs, RCCs, deputy RDCs, assistant RDCs, regional internal security officers and district internal security officers from Greater Masaka at Solo Hites Hotel in Masaka City.

Kakande said the officials have a duty to monitor public projects, protect government resources and help ensure that services reach intended beneficiaries. He also warned against weak reporting and urged participants to identify and address emerging issues before they turn into larger crises. In his comments, he linked the message to the government’s wider push against corruption and for better service delivery.

He also addressed the role of RDCs in the Parish Development Model, saying they should supervise the process rather than directly distribute money. On corruption, he encouraged firm action but cautioned against unverified accusations, saying allegations should be investigated professionally before reputations are affected. He further urged support for agricultural productivity, youth skills development, fair handling of land disputes and proper use of security structures.

Maj. Martha Asiimwe, head of the RDC Secretariat, said the workshop was meant to strengthen the officials’ capacity, teamwork, ethics and oversight responsibilities. More broadly, the remarks reflect the government’s continuing emphasis on administrative discipline, monitoring and local-level implementation of national programmes.
