What the report says

Dokolo Resident District Commissioner Babra Akech has cautioned local leaders in Dokolo District, Uganda, against demanding money from Parish Development Model (PDM) beneficiaries. According to Dokolo Post, she said her office had received complaints about leaders soliciting payments and about concerns over uneven distribution of PDM support, including claims that some households had benefited more than once.

Akech made the remarks on Thursday while supervising the re-election of PDM SACCO leaders in Amwoma Sub-county. The elections took place at Amwoma Amwoma PDM SACCO in Amwoma Parish and Aburcero Amwoma PDM SACCO in Aburcero Parish. She urged beneficiaries to report suspected corruption and extortion directly to her office and said authorities had recovered more than Shs100 million allegedly obtained through solicitation. Dokolo Post reported that she linked the warning to government efforts under PDM and other poverty-reduction schemes such as Emyooga, restocking, Youth Livelihood Programme and programs for persons with disabilities.

The elections produced new SACCO leadership in both areas. At Amwoma Amwoma PDM SACCO, Amony Dorcus won the treasurer seat. At Aburcero Amwoma PDM SACCO, Ongia Rolex defeated the incumbent chairperson. Local officials also encouraged beneficiaries to repay revolving PDM funds so other households can access the program, while warning leaders to serve fairly and avoid abuse of office.
