District leadership Summons CICO Managers Over Delayed Bukasa–Ssentema–Kakiri Road Project

Wakiso District Local Government says it has summoned senior managers of Chongqing International Construction Corporation (CICO) to explain delays on the 12.17-kilometre Bukasa–Ssentema–Kakiri Road project, which is being implemented under the Greater Kampala Metropolitan Area Urban Development Programme. The meeting is set for Thursday next week at CICO’s site camp in Lukwanga, following a recent inspection that found limited progress since a previous monitoring visit involving State Minister for Kampala Kabuye Kyofatogabye.
According to the district’s News Communications Department, officials want CICO to account for slow works and provide firm commitments on meeting the contract deadline of November 2, 2026. Wakiso’s GKMA-UDP focal person, Kiwanuka Achilles, said the contractor had earlier pledged to speed up construction by adding workers and extending working hours, but concerns remain because most of the project period has already elapsed. The district is also asking for a written recovery plan showing how remaining works will be completed faster.
District engineers reported the weakest performance on swamp sections, especially around kilometres 5 and 7, where work had not yet started, as well as delays near kilometre 11 and other parts of the route. The district said the project is about 5% behind schedule, while 63% of contract payments have already been made. Officials also questioned the limited availability of equipment at key sites.
The supervising consultant, AARVEE Associates Architects, Engineers and Consultants Pvt. Ltd., said CICO’s country director had already been instructed to accelerate work and increase equipment, staffing and work fronts. The district says the dry season between June and August offers an important window to recover lost time and push the road project toward completion.
