District Infrastructure Projects Receive Closer Monitoring as Government Moves to Address Delays

Wakiso District says government has stepped up monitoring of major infrastructure works under the Greater Kampala Metropolitan Area Urban Development Programme, with officials seeking to resolve delays and keep projects within approved standards and timelines. The review involved representatives from the Office of the President, Wakiso District, contractors and consultants, and was led by Senior Economist Agenonuot Peace, according to the district’s report published on October 2, 2026.
The assessment covered five road projects and market developments, with discussions focused on right-of-way issues, utility relocations, access to materials, labour, affected persons and environmental safeguards. Among the projects reviewed was the 12.17-kilometre Bukasa–Sentema–Kakiri Road, being built by Chongqing International Construction Company, which the district says had reached 71 percent physical progress against a planned 85 percent. The contractor requested more time, citing heavy rain and delays linked to diesel, bitumen, utilities and access constraints. Another road, the 6.5-kilometre Kitemu–Kisozi–Naggalabi Spur Road, also faced similar challenges and a separate extension request.
Officials also examined Wakiso Central Daily Market, where construction by Techno Three Uganda Limited had reached 27 percent progress. Vendors were moved to a temporary site while excavation continued, and the district said no project-affected persons had been identified for that site. District engineer Eng. Aziiz Abudallah said the market works were moving well, while Peace said the tighter monitoring was meant to identify problems early.
The district said the broader effort reflects government’s aim to strengthen oversight of infrastructure investments and ensure they deliver benefits to local communities while meeting technical and environmental requirements.
