Digital inclusion requires safe and secure platforms, says DPI

Nile Post reports that the Digital Defenders Protection Initiative (DPI) has urged Uganda to treat cybersecurity and online safety as central to its digital inclusion agenda. Speaking at the State of the Digital Economy (SODE 2026), DPI representative Noeline Nassuuna said wider access to the internet, devices and digital services will not be enough if users do not trust the platforms they are expected to use.

According to the report, Nassuuna argued that technology can support businesses, service delivery, jobs and everyday life only when people understand digital risks and feel their personal information is protected. She said the conversation on Uganda’s digital transformation is shifting from connectivity alone to the ability of citizens to safely use online tools for economic and social participation.

Nile Post says Nassuuna warned that online scams remain a barrier, especially as more Ugandans adopt mobile-based services. She pointed to fraud tactics such as fake promotions promising free products or data bundles, which can trick users into sharing information or clicking malicious links. DPI said its work includes raising awareness about digital security and strengthening cybersecurity practices for individuals, businesses and institutions.

The report places the comments within wider SODE 2026 discussions on digital trust as government services, commerce and social activity increasingly move online. Broader context: in many countries, digital inclusion strategies often combine infrastructure, affordability and digital skills with safeguards against fraud, data misuse and cyberattacks. The key message attributed to DPI is that Uganda’s digital economy will depend not only on access and innovation, but also on whether citizens can participate safely and confidently.
