Court clears way for extradition of former PLU official Michael Katungi

Former Patriotic League of Uganda (PLU) official Michael Katungi Mpeirwe has lost a legal challenge that had been blocking his extradition to the United States, according to The Observer. The Buganda Road chief magistrate’s court ruled on Friday that Uganda had met the legal and evidential requirements needed to commit him for extradition, clearing the way for his transfer unless he pursues other appeals or remedies.

Katungi, who has also been described as a former African Union policy adviser and UPDF soldier, is wanted in the Eastern District of Virginia on charges linked to an alleged international drug-trafficking and weapons conspiracy. The US request cited accusations involving cocaine trafficking, firearms offences and alleged support for a designated foreign terrorist organisation. The organisation named in the request is Cartel de Jalisco Nueva Generación, a Mexican cartel designated by the US as a foreign terrorist group.

In dismissing the objections, the court rejected arguments from Katungi’s lawyers over the procedure used to bring the case, the role of the Ministry of Justice, claims of diplomatic immunity and the involvement of the Director of Public Prosecutions. The magistrate also found that the extradition documents were properly authenticated and that the evidence presented was sufficient for the case to proceed. The court did not determine the US charges themselves, but its ruling removes a major hurdle to surrendering Katungi to face trial abroad.
