What the report says

Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) is asking Kampala Capital City Authority (KCCA) for scientific and technical evidence to justify the Buyala landfill, following concerns raised during a site visit. According to Nile Post, the committee wants to assess whether the facility is suitable for its location, meets environmental and engineering standards, and can operate sustainably over the long term.

The inquiry is being led by committee chairperson Nkunyingi Muwada, who said Parliament needs clear technical reasons showing why the landfill was placed in Buyala and whether it can remain viable under current conditions. COSASE also plans to seek clarification on questions raised by MPs and other stakeholders about the land occupied by the project and the surrounding area.

The committee said it will invite KCCA and other relevant stakeholders for further engagement, giving them a chance to respond to the concerns and submit supporting documents. It also intends to review issues flagged in the Auditor General’s report, including public investment already made in the facility, before drawing conclusions and making recommendations.

The Buyala site is part of KCCA’s wider waste management strategy, which includes plans for an integrated waste management facility and a proposed composting plant. The parliamentary review matters because it could shape future decisions on waste infrastructure, public spending, and the long-term approach to managing Kampala’s garbage.
