What the report says

Brig. Gen. Henry Isoke, who heads the State House Anti-Corruption Unit (SH-ACU), told security officers that corruption should be treated as a national security threat because it weakens public institutions, reduces service delivery and diverts resources from development. According to Watchdog Uganda, he made the remarks during a presentation to trainees on the Basic Crime Intelligence Course at the Police Training School in Kabalye, Masindi District.

Isoke urged the officers to reject corruption in their own work and said the fight against it requires shared responsibility across government and security agencies. He also linked the message to wider anti-corruption efforts backed by President Yoweri Kaguta Museveni’s call for citizens to take part in combating the problem. In his remarks, he emphasized professionalism, integrity and discipline, arguing that corruption inside security institutions can damage public trust and threaten stability.

The article says Isoke also briefed the trainees on progress under the “Expose the Corrupt” National Campaign, which involves SH-ACU, the Internal Security Organisation, the Office of the Director of Public Prosecutions, the Ministry of Works and Transport, the Uganda Police Force and the Criminal Investigations Directorate. It added that some public officials have already been apprehended or interdicted as investigations continue. Separately, Isoke praised Crime Intelligence leadership under AIGP Maj. Gen. Christopher Damulira for community engagement, including outreach in informal settlements, which he said can improve trust and intelligence gathering.
