Congo-Kinshasa: Angolan President Briefed On DRC Security Situation

AllAfrica, carrying an Angola Press Agency report from Luanda, said Angolan President João Lourenço on Friday received a confidential message from Democratic Republic of Congo President Félix Tshisekedi about the security crisis in eastern DRC. The message was delivered in Luanda by Floribert Anzuluni Isiloketshi, the DRC minister of regional integration, acting as Tshisekedi’s special envoy.

According to the report, Isiloketshi told journalists that the communication reflected the close ties and cooperation between Angola and the DRC. While he did not disclose the contents, he linked the message to conditions in eastern Congo, where he described the situation as deeply concerning, with armed confrontations continuing and casualties still being reported. He said diplomatic and political efforts were continuing, but that the security picture on the ground had not yet substantially improved.

The envoy also said Tshisekedi had formalized plans for a national dialogue in the coming days, intended to strengthen cohesion inside the DRC and help identify ways to end the conflict in the east. He added that Kinshasa remained committed to an inter-Congolese peace dialogue, including a track previously expected to have Angola’s support.

The ANGOP report placed the meeting within wider regional diplomacy. Lourenço and Tshisekedi have held regular contacts on efforts toward a negotiated settlement, including a meeting in Luanda on July 16. Eastern DRC has faced decades of violence involving armed groups; the renewed activity of the M23 movement since 2021 has further worsened insecurity, displacement and tensions between the DRC and Rwanda.
