‘Compensate family of rider killed on National Cleaning Day’

A Ugandan lawmaker has called on the government to investigate the shooting death of a boda boda rider and consider compensation for his family after the incident during a national cleaning exercise. According to The Independent Uganda, Katikamu County South MP Hassan Kirumira raised the case in Parliament on 1 September 2026, during a plenary sitting chaired by Speaker Jacob Marksons Oboth.

Kirumira said the rider, Ronald Jjuuko Kizito, 28, was shot by a police constable during the cleaning exercise on 29 August 2026. He told Parliament that the man was reportedly on his way to respond to a medical emergency when he was stopped over a movement restriction and an altercation followed. The article says Kirumira argued that the rules for the cleaning day were not clearly communicated, and questioned the use of live ammunition in enforcement.

He asked the Ministry of Internal Affairs to apprehend and suspend the officer identified in the report as Constable Allan Okello, and urged the government to publish and explain the cleaning-day guidelines and exemptions more clearly. Kirumira also appealed for compensation for the widow and children, saying the family was left in difficult financial circumstances.

Third Deputy Prime Minister Rukia Nakadama expressed sympathy and said government was investigating the matter. She also said the guidelines had been developed by the Ministry of Health and would be brought before Parliament, according to the report.
