What the report says

Premier League clubs have told BBC Sport they are worried that comments by Prime Minister Andy Burnham could be seen as political interference in Manchester City’s ongoing appeal over alleged financial rule breaches. According to the BBC report, some senior club figures were surprised by Burnham’s remarks in an interview about the club’s owners and the possibility they might sell, and they questioned whether the intervention could affect the independent process.

The issue matters because City are appealing against a guilty verdict from an independent commission after a 42-day hearing in 2024, with a sanctions hearing still to follow. A separate independent appeal board is due to consider the case, while the club continues to deny wrongdoing. Club sources told the broadcaster that any suggestion of outside influence is sensitive, especially given the political and business ties between the UK and Abu Dhabi.

The BBC said the comments also put the new Independent Football Regulator in a difficult position. Downing Street later clarified that Burnham believed no one is above the rules and that the case should be allowed to run its course. Conservative leader Kemi Badenoch has called for details of any meetings between the prime minister and City-linked figures to be published.

The row has become politically delicate because Burnham previously served as mayor of Greater Manchester and had supported investment from the Gulf as part of the city’s growth strategy. The BBC report suggests some club officials think scrutiny around his remarks may make actual interference unlikely, but the episode has added to wider concern about the integrity of football’s disciplinary process.
