CoinGape reported on July 25, 2026, that Senate Majority Leader John Thune plans to bring the CLARITY Act to the Senate floor before the August recess, even though supporters may not have the 60 votes needed to overcome a filibuster. The outlet said Thune’s goal is to begin formal floor action and put senators publicly on record on the digital-asset legislation.

The bill, formally H.R. 3633 and also known as the Digital Asset Market Clarity Act, is aimed at defining how U.S. crypto markets are regulated. According to CoinGape, it passed the House in July 2025 with bipartisan support, advanced through the Senate Banking Committee in amended form in May 2026, and was recently combined with Senate Agriculture Committee language, including ethics provisions.

The vote count remains uncertain. CoinGape reported that Republicans hold 53 Senate seats, meaning the measure would likely need about seven Democratic votes if GOP support is nearly unified. A group of seven Democratic senators led by Sen. Angela Alsobrooks has objected that the current draft does not go far enough on consumer protection and illicit-finance safeguards. Ethics language is also a sticking point, including a temporary restriction through 2029 on federal officials, including the president and vice president, issuing or sponsoring digital assets.

The outcome matters because the bill is intended to clarify oversight boundaries between the SEC and CFTC and set rules for digital commodities, exchanges, developers and institutional crypto activity. CoinGape said Ripple, Coinbase, Fidelity and Goldman Sachs are among those backing passage, while a failed or delayed vote could push the legislation into the midterm election cycle.
