The reports said he arrived in the Russian capital earlier in the day, with flight-tracking data showing a large US military aircraft flying from the United States to Russia via Latvia before departing later the same day. Social media footage also appeared to show a diplomatic motorcade near Moscow’s Vnukovo airport.

Neither Washington nor Moscow has confirmed the purpose of the visit, and it was not clear who Ratcliffe was expected to meet. The CIA, White House and Pentagon were said to have been contacted for comment. The trip was described as unusual because in-person meetings between senior American and Russian officials are rare.

The reporting suggested possible topics could include managing tensions or prisoner issues, although those points were not confirmed by officials. Ratcliffe has previously been involved in exchanges involving US detainees held in Russia, and the CIA also played a role in a 2024 prisoner swap.
