The Independent Uganda carried a Xinhua news analysis saying the 2026 World AI Conference and High-Level Meeting on Global AI Governance opened in Shanghai as a platform for China to promote what it describes as safe, orderly and people-focused artificial intelligence development. The report said Chinese President Xi Jinping was scheduled to attend the July 17-20 event and deliver a keynote setting out China’s policy views and proposals on AI development and governance.

According to Xinhua, China is presenting AI as a strategic technology reshaping industry and daily life, while also creating governance challenges that require international coordination. The report said China is seeking to combine industrial AI innovation with governance measures, citing the country’s data resources, manufacturing base, application market and technology ecosystem as factors supporting its AI ambitions.

The article reported several China-specific figures, including that the country’s core AI industry had more than 6,200 enterprises and exceeded 1.2 trillion yuan, or about $176.7 billion, in scale in 2025. It also said China’s annual humanoid robot output is projected to pass 100,000 units this year, and highlighted Chinese work on large models, intelligent agents, AI chips and embodied intelligence.

Xinhua framed China’s international AI agenda around its Global AI Governance Initiative, open-source technology sharing and an AI capacity-building plan aimed at reducing digital divides, particularly for the Global South. The report cited the AI-powered MAZU early-warning system, said to be used by more than 40 countries, as an example of Chinese cooperation. The issue matters because AI governance is increasingly tied to economic competitiveness, public safety, security risks and access to emerging technologies worldwide.
