Chelsea fined $13.5m for FA breaches, avoid Premier League points deduction

Chelsea have been fined £10m ($13.41m) by England’s Football Association after admitting to multiple historical rule breaches linked to the period following the club’s May 2022 takeover by Todd Boehly and Clearlake Capital. According to the FA, Chelsea self-reported potential violations to regulators and later cooperated by providing documents and other material.

The club initially faced a suspended six-point deduction from an independent Regulatory Commission, but that sanction was overturned on appeal. The FA said the appeal board removed the points punishment, meaning Chelsea avoid an immediate league points deduction. A separate two-window registration ban remains suspended until 30 June 2027.

The breaches involved regulations covering third-party investment and the use of intermediaries, among other issues, and Chelsea admitted to 74 breaches of FA Rule E1.2 before the hearing. The fine itself cannot be appealed, and the FA said the money will go to grassroots football initiatives.

The case adds to a series of financial penalties tied to historic compliance issues at Chelsea. In March, the club was also fined by the Premier League and handed suspended transfer restrictions. The latest ruling matters because it closes one major disciplinary case without on-field points punishment, while still leaving Chelsea with significant financial and regulatory consequences.
