Chelsea fined £10m for breaching agent rules

Chelsea have been fined £10m by the Football Association after admitting breaches of rules on payments to agents and third parties linked to transfers carried out between 2009 and 2022. The BBC Sport Football report says the club’s owners, Todd Boehly and Clearlake Capital, self-reported 74 rule breaches after buying Chelsea in 2022, and the FA said it was still investigating possible individual misconduct connected to the case.

According to the article, Chelsea acknowledged making £47m in undisclosed payments over transfers between 2011 and 2018. The initial proposed penalty was £26m, but it was reduced because of self-reporting, cooperation, an early guilty plea and sanctions already imposed by UEFA and the Premier League. The FA said the final punishment was intended to punish Chelsea and deter similar conduct while protecting the integrity of the game.

The club also received a suspended restriction on registering new players for two transfer windows, while a six-point deduction was set aside on appeal until 30 June 2027. The breaches were said to relate to the period when Roman Abramovich owned the club. The BBC noted that Chelsea had already been handed a separate academy transfer ban and fine in March over registrations from 2019 to 2022.

The £10m fine will be directed to grassroots football, adding a wider development angle to the case.
