Chad: Chad's Anti-Corruption Institutions Buckle Under Political Pressure

What the report says
Chad’s anti-corruption efforts came under fresh scrutiny after an audit of the state oil sector was interrupted, according to an analysis published by the Institute for Security Studies and distributed by AllAfrica. The report says the National State Security Agency arrested a team from the Independent Anti-Corruption Authority, or AILC, on 12 August while it was examining how the state-owned National Hydrocarbons Company managed crude oil purchased from Glencore.
The article says the AILC leadership was dismissed two days later, its offices searched and documents seized. It also reports that former controller general Ousmane Abdéramane Inna-djougourou said the inquiry had identified serious irregularities in the handling and marketing of oil resources. The analysis argues that the timing of these actions raises questions about political interference and about whether powerful interests are being protected.
The piece places the episode in a wider pattern of weak oversight and persistent corruption in Chad, where oil is said to account for most export earnings. It notes that several earlier oversight mechanisms were later removed, and that Chad has signed multiple regional and international anti-corruption and transparency agreements. However, the author says those commitments have not translated into strong enforcement, and that the AILC itself remains vulnerable because its leadership is linked to the presidency.
The report adds that the disruption could further damage investor confidence and complicate Chad’s efforts to present itself as more open to business. It suggests that any credible anti-corruption campaign would require greater independence for oversight bodies, along with stronger protection for civil society and whistleblowers.
