Canada announces new travel restrictions that could affect travelers from Africa [Full list]

What the report says

Vanguard reported that Canada has introduced temporary border controls in response to an Ebola disease outbreak affecting parts of Africa. The measures, reported on July 23, 2026, apply to people who have recently lived in or travelled to Uganda, South Sudan and the Democratic Republic of the Congo. Vanguard said Canadian authorities described the current risk to people in Canada as low, while setting the restrictions to run until August 29, 2026.

Under the measures described in the report, foreign nationals from Uganda, South Sudan and the DRC are barred from travelling to Canada during the suspension period, including those with valid temporary resident visas, permanent resident visas or electronic travel authorizations. The report said additional rules apply to the DRC: foreign nationals who have been there in the previous 21 days may not enter Canada or board flights to the country.

Vanguard reported that eligible travellers who have recently been in Uganda or South Sudan may still enter Canada but must complete a 21-day quarantine unless exempt. Canadian citizens, permanent residents and people registered under the Indian Act who have been in any of the three countries within the prior 21 days may also enter, subject to the same quarantine rule unless exempt.

The report said affected passengers must have an acceptable quarantine plan, and some foreign nationals may need proof of paid accommodation. Arrivals will face health checks, monitoring requirements and possible isolation if symptomatic. Vanguard also reported potential penalties under Canada’s Quarantine Act, including fines of up to C$1 million, imprisonment of up to three years, or both.
