Buliisa CAO Directed to Interdict 12 Staff Over Corruption Allegations

What the report says
The Ministry of Local Government has directed Buliisa District’s chief administrative officer to interdict 12 staff members named in corruption and public-funds misuse allegations, according to Nile Post. The instruction came from Permanent Secretary Ben Kumumanya as investigators begin examining claims raised during an anti-corruption baraza in Buliisa.
The officials were identified during Minister for Local Government Balaam Barugahara’s visit to the district on October 8, 2026. In an October 14 letter, Kumumanya said the interdictions should take effect immediately to allow the State House Anti-Corruption Unit and other agencies to carry out inquiries. He cited the Public Service Standing Orders, 2021, as the basis for the action.
Those listed include senior district officers in education, finance, natural resources, health, engineering, procurement, land administration and water services, as well as school heads and a parish chief. The names reported by Nile Post include Tyson Kiiza Kasangaki, Moses Wandera, Benard Tugume, Dr Titus Sabiti, Siraj Asiimwe, Josephine Mulinzi, Gilbert Tibasime, Ronald Kasaija, Maurice Wakame, Nestus Deo Balikenda, Richard Mugisa and Ivan Muhumuza.
The letter was copied to the minister, the Inspectorate of Government, district leaders and other officials. The newspaper noted that the allegations have not been proven in court, and that Barugahara had previously referred to 14 staff members during the campaign, while the final directive covered 12.
